What are C-II activities?

Activities that enable capacity building of stakeholders and support:

  • Better understanding and analysis of trade issues, for developing medium-term sector strategy
  • Building institutional and human capacities to deal with existing and emerging trade issues
  • Disseminating knowledge acquired widely and deeply
  • Provide feedback to govt.

Scope and Limitations of Comp II

Component II can act when

  • International trade/ trade policy issues
  • Pro-poor concerns are evident

Comp II cannot act on issues related to

  • Infrastructure
  • Supply side
  • Domestic administration issues (domestic taxes, clearances etc.)

Activities that can be done – I

•Building capacities amongst stakeholders to

  1. Assess trade impacts, especially on the poor and disadvantaged
  2. Effectively convey negotiating concerns to policy makers backed by high quality research & analysis
  3. Initiate protective trade measures like safeguards and anti-dumping duties.

•Improve the ability of producers/exporters to meet international standards by provision of information/training.
•Create website and newsletters that provide market intelligence, info on tariff and NTBs to exporters.

Activities that cannot be done - I

•Provide loans
•Organise buyer seller meetings (info may be provided)
•Domestic administrative reform
•Computers/ research laboratories/testing equipment
•Training to improve efficiencies / yield in manufacture and agriculture

However…..

•Component II can direct stakeholders to appropriate institutions that are concerned with supply side issues (eg. like ADB, UNIDO, other governmental and institutional support agencies)

In Exceptional circumstances… supply side interventions can be made on pilot basis provided there is a direct link between intervention and export promotion
